摘要： 高等学校的发展规划是将学校发展的战略思维转变为文本过程，将战略管理思维应用于高校的发展规划是适应外部环境变化及大学内部发展的需要。战略评估是全方位监控发展规划战略实施过程并对其实施的绩效进行系统性的评估。文章通过探讨发展规划战略评估的意义，发现高校发展规划进行战略评估存在的问题，提出做好高校发展规划战略评估的措施。

Abstract: Higher school development planning is a process of transforming strategic thinking to text. It's necessary to apply strategic thinking to higher school development planning because of the internal development and external environment. Strategic evaluation is the process of monitoring the implementation of developing planning and systematically evaluating the performance. This article discusses the significance, finds out the problems and proposes the measures for the strategic evaluation of higher school development planning.
