摘要： 文章介绍了PPP模式在保障房项目实施中的应用,该模式的应用有利于转换政府职能,减轻财政负担.促进了投资主体的多元化及风险分配合理.应用范围广泛突破了引入私人企业参与公共基础设施项目组织机构的多种限制,可适用于城市供热等各类市政公用事业及道路、铁路、机场、医院、学校等.

Abstract: This article describes the application of PPP mode in the affordable housing project ,the application of this mode in favor of the transformation of government functions ,reduce the financial burden. Promote a diversified and rational allocation of investment risk. Wide range of applications breaking the introduction of private sector participation in public infrastructure projects ,the organization of a variety of restrictions ,applicable to urban heating and other municipal utilities and roads,railways,airports,hospitals,schools and so on.
