摘要： 针对我国突发事件频发的现状，充分剖析我国政府应急能力现状，从公众认知、应急组织机构、应急理念、信息传播机制等方面进行问题分析，从事前预防、事中处置、事后恢复3个方面找出政府应急能力提升的有效办法。以期通过深入分析，为政府应急能力的提升找出理论依据。

Abstract: From the aspects of the public perception,the emergency organization,the emergency concept,the information communication mechanism,the article analyses the present situation of the government emergency management capacity ,which is based on the frequent unexpected events.The article puts forward the effective measures from the angles of the prevention,desposal and recovery,to find out the theoretical basis for promoting the government emergency management capacity.
