摘要： 目前，新建研究所科研管理工作存在科研管理观念不正确、科研经费管理和使用不当、科研考核和评价机制不健全、激励机制不灵活、缺乏有效的成果转化和推广体制等问题，针对以上问题，文章提出相应的改进措施。

Abstract: At present,the issues of research management that incorrect research management concept ,improper management and use of research funds ,unsound research examination and evaluation mechanism, unflexible incentive mechanisms and the lack of effective technology achievements transformation and extension system etc., exsits in newly established institutes.According to this article ,the author proposes appropriate improving measures to the issues.
